Financial Proposals for Arrangement of Trainings, Workshops, Seminars, Conferences & Meetings for IDSRS Project

The Integrated Disease Surveillance and Response System (IDSRS) Project, under the National Institutes of Health (NIH), Islamabad, invites financial proposals from pre-qualified firms for the provision of comprehensive Event Management Services for the fiscal year 2026-27. This procurement covers the arrangement of trainings, workshops, seminars, conferences, meetings, symposia, and other official events on an as-and-when-required basis across Islamabad, Azad Jammu & Kashmir (AJK), and Gilgit-Baltistan (GB). Items being procured: - Arrangement and management of conference/training venues and halls at designated hotels - Provision of lunch and two tea/coffee breaks per participant per day - Bottled mineral water throughout the event - Multimedia projector with screen or LED display, sound system with microphones - Functional Wi-Fi/internet connectivity - Participant folders, writing pads, ballpoint pens, pencils, and printed name tags - Printing of training agendas, handouts, attendance sheets, and other materials - Registration desk setup and support - Digital photographic coverage of sessions and certificate/shield distribution - Dedicated on-site event coordinator - Hotel service charges, hall setup, housekeeping, electricity, and power backup - Applicable taxes, duties, levies, and service charges The scope includes end-to-end event management services, ensuring all facilities and services remain operational throughout the event. The bidders must quote separate all-inclusive per participant per day rates for each designated hotel, covering the complete Standard Event Package/BOQ. Additional items such as certificates, shields, backdrops, and directional signage will be quoted separately and provided as required. Eligibility criteria include pre-qualification under Tender Ref. No. F.1-1/2025-IDSRS-NIH, valid NADRA citizenship, FBR registration, and compliance with all bidding requirements. Bids must be submitted electronically via EPADS v2.0 by 11:30 AM on September 2, 2026, with bid opening at 12:00 PM the same day. Manual submissions will not be entertained. A practical tip for bidders: Ensure timely submission of the original bid security in the prescribed form to the National Institutes of Health, Park Road, Chak Shahzad, Islamabad, before the bid submission deadline to avoid disqualification. This procurement follows the Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique. The contract will be awarded to the lowest evaluated responsive bidder(s) for each designated hotel. The Rate Contract will remain valid for FY 2026-27 with no guaranteed minimum business volume. All services must be provided strictly as per the contracted rates and specifications, with immediate rectification of any deficiencies at no extra cost.
