Framework Contract for Provision of Manpower, Vehicles and Machinery for Solid Waste Management & Wastewater Management

Water and Sanitation Services Company Mingora Swat invites electronic bids through the e-Pak Acquisition and Disposal System (EPADS) from authorized firms and suppliers registered with Income Tax, Sales Tax, and KPRA, and appearing as Active on the ATL, for a Framework Contract for the Provision of Manpower, Vehicles and Machinery for Solid Waste Management and Wastewater Management in Mingora Swat. Items being procured: - Manpower - Vehicles - Machinery The contract scope includes providing skilled and unskilled manpower, suitable vehicles, and machinery required for effective solid waste management and wastewater management services. Bidders must ensure compliance with all technical specifications and service standards as per the tender documents. The contract will be executed under the Single Stage-Two Envelope Procedure in accordance with KP-PPRA Rules, 2014. Interested bidders must download the Bid Solicitation Documents from the EPADS website, complete and upload them through the portal. A non-refundable fee of PKR 2,000 must be deposited into the specified WSSC Mingora Swat bank account, and the deposit slip submitted along with the original Bid Security. The Bid Security must be 2% of the bid price, issued by a scheduled bank, and submitted both online and in original sealed envelope to the WSSC office. The last date for online clarifications is 12th October 2026 at 5:00 PM. Bids must be submitted on EPADS by 19th October 2026 at 12:00 PM, with technical bids opening at 12:30 PM the same day. Financial bids of technically qualified bidders will be opened later. Bidders should be registered with FBR and KPRA, appear on the Active Taxpayers List, and provide earnest money as bid security. Compliance with all applicable taxes and duties is mandatory.
