Framework Contract for Provision of Manpower, Vehicles and Machinery for Solid Waste Management & Wastewater Management

Water & Sanitation Services Company Mingora Swat invites electronic bids through the e-Pak Acquisition and Disposal System (EPADS) from authorized firms/suppliers registered with the Income Tax/Sales Tax and KPRA, and appearing as Active on the ATL, for the Framework Contract for Provision of Manpower, Vehicles and Machinery for Solid Waste Management & Wastewater Management under the Single Stage-Two Envelope Procedure in accordance with the KP-PPRA Rules, 2014. Items being procured: - Provision of Manpower - Vehicles - Machinery for Solid Waste Management - Machinery for Wastewater Management The bid solicitation documents (BSDs) can be downloaded from the EPADS website (https://kp.eprocure.gov.pk). Bidders must submit a non-refundable fee of PKR 2,000/- to WSSC Mingora Swat account No. 0012-0020-0649-6221 at Bank of Khyber, Saidu Road, Makanbagh, Mingora Swat. A bid security equal to 2% of the bid price in the name of the Chief Executive Officer, WSSC Mingora Swat, issued by any scheduled bank, must be uploaded on EPADS along with the bid. The original bid security must be delivered before the closing date and time in a sealed envelope clearly marked as 'Bid Security for the Framework Contract for Provision of Manpower, Vehicles and Machinery for Solid Waste Management & Wastewater Management.' The last date and time for submission of online clarifications through EPADS is 5:00 PM on 12th October 2026. Bids must be submitted/uploaded through EPADS on or before 19th October 2026 at 12:00 PM. Only technical bids will be opened on the same day at 12:30 PM. Financial bids of technically qualified bidders will be opened later on a date to be intimated. All applicable federal and provincial duties, stamp duties, taxes including sales tax, shall be recoverable/deducted as per applicable government laws, rules, and directives issued from time to time. Bidders are advised to carefully follow the EPADS submission process and ensure timely payment of the bid fee and submission of bid security to avoid disqualification.
