Tender Description
The Regional Directorate of Food Hyderabad Region invites bids from firms registered with the Plant Protection Department, Government of Pakistan, for fumigation services of approximately 68000 metric tons of wheat stocks stored at government godowns in various districts of Hyderabad Region. The districts involved are Hyderabad, Matiari, Tando Allahyar, Tando Muhammad Khan, Badin, Thatta, Dadu, and Jamshoro. Items being procured:
- Fumigation of wheat stocks for approximately 68000 metric tons at government godowns in the listed districts.
The scope includes fumigation and recurrence of fumigation using registered chemicals approved by provincial and federal authorities. The contractor must treat godowns, wheat stocks, and bardana stored therein using approved safe pesticides. The service includes fumigation of commodities and spraying of godowns inside and outside, including walls and floors. The contract period is for nine months from the date of award, with possible extension as per SPPRA rules. The bidder must quote rates per metric ton including all expenses such as jute/PP bags, fumigant tablets, pesticides, spraying chemicals, polythene sheets, transportation, and accommodation of personnel and equipment.
Eligibility criteria include registration with Plant Protection Department, NTN, SST registration, minimum turnover of Rs. 15 million per annum, and at least three years of fumigation experience preferably with the Food Department Sindh or related organizations. The bidder must provide performance/no dues certificates if previously engaged with the Food Department. Bid security of Rs. 1,200,000 and tender fee of Rs. 5,000 are required. Bids must be submitted electronically via the SPPRA E-PADS portal and original bid security and documents must reach the Deputy Director Food Hyderabad office before the deadline.
The bid submission deadline is 24-August-2026 at 12:00 PM, with bid opening at 12:30 PM the same day. The office address for submission is Room No. 109, Ground Floor, Block-A, Shahbaz Building, Hyderabad. Bidders should ensure complete and signed tender forms and schedules. Performance security of 5% of contract value is required from successful bidders. The contractor is responsible for losses due to unsatisfactory fumigation and must repeat fumigation at own cost if needed.
A practical tip for bidders is to carefully prepare the composite cost breakup on company letterhead and ensure all required legal and technical documents are complete and attested to avoid rejection. Early submission via the E-PADS portal is recommended to avoid last-minute issues.
