Tender Description
The Pakistan Single Window (PSW) Procurement Department in Islamabad invites bids for the hiring of Group Life Insurance Services specifically for the employees of the National Agri-trade and Food Safety Authority (NAFSA). This procurement is planned for the financial year 2026-27 and aims to provide comprehensive insurance coverage to both regular and contractual staff of NAFSA. The scope includes life cover, death benefits, accidental death and disability benefits, natural disability benefits, total temporary disability benefits, and terminal illness benefits. Coverage is worldwide, 24 hours, and applies to employees aged 18 to 60 years. The insurance company must provide immediate service upon contract signing and cover all eligible employees, with the ability to update the insured list as employees join or leave. Claims must be settled within 30 days of receipt.
Eligibility criteria require bidders to be registered with FBR, have a minimum A rating by PACRA or JCR-VIS, maintain an operational office in Islamabad/Rawalpindi, and have at least ten years of experience with a minimum of ten group life insurance contracts executed in the last five years. Bidders must currently insure at least 1,500 lives and submit a bid securing declaration and performance guarantee.
Bids must be submitted electronically via EPADS v2.0 by 3:00 PM on September 11, 2026, with bid opening at 3:30 PM the same day. Manual submissions are not accepted. The procurement will follow the Least Cost Based Selection (LCBS) technique under the Single Stage One Envelope procedure. The performance guarantee required is PKR 500,000 in the form of a banker's cheque. The contract duration is twelve months with possible extensions based on performance.
