Tender Description

The National Insurance Company Limited (NICL) invites bids for the provision of guarding, security and firefighting services for its properties located in Karachi, Islamabad and Lahore. This procurement is for the financial year 2026-27 and covers a one-year contract period with possible extension up to two years with a 10% increase per year upon mutual agreement. The services include round-the-clock security and fire safety management at multiple NICL premises including NICL Buildings in Islamabad and Karachi, a 10-acre plot in Korangi Karachi, NIC House DHA Karachi, Pakistan Cricket House Lahore, and several plots and buildings in Lahore such as the 20 Kanal plot near Airport Road, Shah Din Building, and Plot No. 128 on The Mall. Items being procured: - Security/Fire Safety Supervisors (Ex-Army, preferably SSG) - Lady Searchers - Armed Guards (Ex-Servicemen and trained civilians) - Unarmed Guards (Trained civilians) - Trained Fire Fighter Guards The scope includes managing human traffic, material movement, fire hazard prevention, parking space management, removal of unauthorized posters, visitor monitoring, wireless communication for security, operation of firefighting equipment, and maintaining records of entries and keys. The contract requires licensed weapons and ammunition for armed guards and supervisors. The service is divided into two 12-hour shifts (day and night) with specified staffing levels for each location. Eligibility criteria include registration with SECP, Ministry of Interior NOC, licenses for security operations in ICT, Punjab and Sindh, membership in APSAA and PBA, health and safety certificates, registrations with EOBI, SESSI, PESSI, valid tax registrations, and a minimum of 10 years incorporation with over 500 weapons licenses and deployed guards. The company must have a 50:50 ratio of ex-servicemen to civilians and an annual turnover exceeding PKR 10 million. Bids must be submitted online via EPADS v2.0 by 10:00 AM on September 15, 2026, with bid opening at 10:30 AM the same day. Manual submissions are not accepted. Bid security is required in the form of a Pay Order or Bid Securing Declaration. Performance guarantee of 5% of contract price is required upon award. The contract includes penalties for delays and poor performance. Monthly payments will be made within 15 days of invoice submission after applicable deductions. Bidders are advised to carefully review all bidding documents and ensure compliance with all eligibility and submission requirements. Registration on EPADS v2.0 is mandatory for participation. The contract will be awarded based on Least Cost Based Selection (LCBS) technique.
