Tender Description
Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh, Karachi invites sealed e-bids from licensed and financially sound health insurance companies regulated by the Securities and Exchange Commission of Pakistan (SECP) for providing comprehensive Group Health Insurance coverage to SICHN's permanent employees and their eligible dependents across all SICHN sites in Sindh for the fiscal year 2026-27. The procurement will be conducted through the Sindh e-Procurement Portal (E-PADs) under Rule-46 (2) Single Stage Two Envelope Procedure.
Items being procured:
- Group Health Insurance coverage for 2,517 employees and 2,375 dependents (total 4,890 lives) under three plans: Plan A, Plan B, and Plan C
- Hospital Care with annual limits of PKR 1,000,000 (Plan A), PKR 750,000 (Plan B), and PKR 500,000 (Plan C)
- Daily Room & Board sublimits
- Pre- and post-hospitalization diagnostic tests, consultations, and medicines
- Daycare surgeries and specialized investigations including MRI, CT Scan, PET Scan, angiography, and others
- Maternity care including normal and caesarean deliveries, legal abortion, and related hospitalization
- Emergency dental treatment for accidental injuries
- Local road ambulance for emergencies
- Coverage for pre-existing and congenital conditions
- Additional PKR 2 million general pool for non-covered services
The insurer must maintain a wide network of empaneled hospitals across Pakistan with cashless treatment facilities. Eligibility criteria include valid SECP license, minimum PACRA/JCR-VIS rating of AA+, minimum 10 years experience, minimum gross premium turnover of PKR 1.5 billion annually for last 3 years, and other technical and financial qualifications as detailed in the bidding documents.
Bidders must submit bids on the E-PADs portal by 14 October 2026 at 10:30 a.m. Technical proposals will be opened first, followed by financial proposals of technically qualified bidders. A bid security of 2% of the estimated cost (PKR 1,200,000) is required. Performance security of 3% of contract price will be required from the successful bidder.
The contract duration is one year with possible extension based on satisfactory performance. Taxes will be deducted at source as per law. No negotiations on quoted prices will be allowed. Bidders are advised to carefully review the bidding documents and comply fully with mandatory requirements.
A practical tip for bidders: Ensure all mandatory documents including valid SECP license, financial strength certificates, client lists, and technical evidence are complete and uploaded correctly on the E-PADs portal to avoid disqualification. Early submission and adherence to timelines for health card issuance and claims processing will be critical for contract performance.
