Tender Description
This tender invites qualified suppliers to provide heavy duty 10 ton capacity hand chain blocks to the Directorate of Procurement (Navy) in Islamabad. The procurement focuses on robust lifting equipment essential for naval operations, specifically chain blocks with a 10 mm diameter chain, 20 feet standard lift, and a 29.52 inch headroom. The equipment must meet DEF-STAN 05-123 standards and include certification from an IACS member society, ensuring compliance with international quality benchmarks. The supply will support naval logistics and maintenance activities at the Naval Residential Complex, Islamabad.
The technical offer requires detailed documentation including OEM authorization, technical specifications, and compliance forms. The chain blocks must be brand new, sourced directly from OEMs or their authorized dealers, and accompanied by OEM certificates of conformity. The delivery period is six months, and the contract will be awarded following a thorough technical scrutiny and commercial evaluation. The procurement follows the PPRA Rules 2004 and Defence Purchase Procedure & Instructions (DPP&I-35 Revised 2019).
Bidders must be registered with DGDP or willing to register, and must be on the Active Taxpayers List (ATL) of FBR. Earnest money in the form of a Call Deposit Receipt (CDR) is mandatory, with rates varying by firm registration status. The tender requires submission of DP-1, DP-2, and DP-3 forms along with technical and commercial offers in separate sealed envelopes. Compliance with PEC categories and FBR requirements for the fiscal year 2025-26 is advised to ensure eligibility.
The submission deadline is set for 31st March 2026 at 10:30 AM, with technical bids opening at 11:00 AM the same day. Offers must be delivered in sealed envelopes to the Directorate of Procurement (Navy) office located at Bahria Gate, Near SNIDS Centre, Naval Residential Complex, E-8, Islamabad. Late submissions will not be entertained.
