Hiring of 04 Buildings on Rent for PBM Provincial Office Gilgit, PBM Sweet Home Skardu, PBM Sweet Home Ghizer & PBM Shelter Home Skardu

Pakistan Bait-ul-Mal (PBM), Provincial Office Gilgit Baltistan under the Ministry of Poverty Alleviation & Social Safety, invites bids for the hiring of four buildings on rent for its various offices and shelter homes located in Gilgit, Skardu, and Ghizer. The procurement is for non-consultancy services involving rental of suitable buildings to accommodate administrative and residential needs of PBM in these locations. Items being procured: - Building for PBM Provincial Office Gilgit: Suitable commercial or office building with 18-20 rooms, administrative hall, conference space, washrooms, kitchen for 30 persons, parking for 8-10 vehicles, electricity, UPS wiring, ventilation, water connection, sewage system, store, and security measures. - Building for PBM Sweet Home Ghizer: Independent building with 18-20 rooms, halls, kitchen capacity for 100 persons, washrooms, parking, open space/playground, furnishings, electricity, UPS wiring, solar system preferred, ventilation, water connection, sewage system, store, and security. - Building for PBM Sweet Home Skardu: Similar specifications as Ghizer Sweet Home with 18-20 rooms, kitchen for 120 persons, and other amenities. - Building for PBM Shelter Home Skardu: Building with 15-20 rooms, halls, kitchen for 100 persons, washrooms, parking for 8-10 vehicles, furnishings, electricity, UPS wiring, solar system preferred, ventilation, water connection, sewage system, store, and security. The buildings must be near main roads, have proper security including boundary walls with razor wire, and access to security agencies. The buildings should have approved maps, fitness certificates, and be free of government financial liabilities or litigation. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) using a Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS) technique. Eligible bidders must be registered on EPADS v2.0 and comply with all eligibility criteria including ownership documents, FBR registration, and building fitness certificates. Bids must be submitted online via EPADS by 30th September 2026 at 10:30 AM, with bid opening at 11:00 AM the same day. Manual bids will not be accepted. The contract period is for the financial year 2026-27 with expected commencement on 2nd November 2026. Bid security or bid securing declaration is required.
