Tender Description
The Pakistan Education Endowment Fund (PAK-EEF-NEST), under the Ministry of Federal Education and Professional Training, Islamabad, is procuring the services of a reputable actuarial valuation firm. This procurement is specifically for conducting actuarial valuation of the Gratuity Fund covering periods from 01-07-2015 to 30-06-2024 and 01-07-2024 to 30-06-2025. The firm will analyze the company's financial position, determine fund surplus or deficit, calculate individual actuarial gratuity liabilities for employees, and provide management recommendations to strengthen financial health. The scope includes delivering at least three original signed and stamped reports acceptable to stakeholders such as Chartered Accountant Firms, Government Auditors, SECP, and Pakistan Societies of Actuaries, aligned with International Accounting Standards IAS-19. The contract period starts from signing and extends until satisfactory completion, with a final report delivery timeline of one month, extendable upon approval. Eligibility requires SECP registration, NTN, registration with Sales Tax Department, and a minimum of three years relevant experience. Bidders must submit a technical bid including company profile, certificates, affidavit of no blacklisting, and proof of active taxpayer status. The bid security is Rs. 100,000 in acceptable forms. Submission deadline is 26-05-2026 at 1100 hours via e-PADS with a hard copy and original bid security delivered physically to the Admin Office, Plot No.39, Kirthar Road, H-9/4, Islamabad. The bid opening will be on the same day at 1130 hours at the PAK-EEF-NEST Conference Room. The evaluation will be on a least cost basis considering eligibility, technical compliance, and client portfolio. A practical tip for bidders is to ensure all documents are complete, signed, and stamped as per instructions, and to register early on e-PADS to avoid last-minute technical issues. Strict adherence to bid security submission and timely delivery of both electronic and hard copies is critical for responsiveness. This tender offers a valuable opportunity for actuarial firms to engage with a prominent federal education fund and contribute to its financial sustainability.
