Hiring of Audit Resources from Third Party for Islamabad Electric Supply Company (IESCO)

Islamabad Electric Supply Company (IESCO) Power Distribution Company serving 4.0 million consumers invites eligible bidders for hiring audit resources on a need basis in Audit Offices of IESCO through this advertisement. The Headquarters (Islamabad Electric Supply Company (IESCO)) has reserved funds for the procurement planned for FY 2026-27. IESCO intends to apply part of the proceeds of this fund to cover eligible payments under the contract for the hiring of audit resources from third party. Bids are invited through E-PADS v2.0 from eligible bidders registered on E-PADS v2.0 for provision of Non-Consultancy Services. The procurement will use Single Stage-Two Envelope Procedure of Principal Method (Open Competitive Bidding) adopting Quality and Cost Based Selection (QCBS) technique in line with Public Procurement Rules, 2004 and instructions issued by the Authority. All bids must be accompanied by a Bid Security in the form of Pay Order, Call at Deposit or Demand Draft valid for 180 days, with bid security in favor of CEO IESCO valid for 28 days beyond bid validity (total 210 days). E-bidding documents with detailed terms, conditions, specifications and requirements are available on e-Pak Acquisition and Disposal System (EPADS) at https://vendors.epads.gov.pk/. Bidders can download documents from EPADS 2.0. E-bids must be submitted through EPADS v2.0 on or before Monday, October 12, 2026 10:30 AM. E-bids will be opened same day at 11:00 AM. A pre-bid meeting will be held on Tuesday, September 29, 2026 11:00 AM. Manual or conditional submissions will not be entertained. Bids security in original shape as required in tender and affidavits shall be provided in original on bid opening date. Technical bid submitted on EPADS v2.0 shall be provided by bidder at time of bid opening or as required by the company for verification. The price quoted on EPADS Version 2.0 shall be inclusive of all taxes and duties applicable as per law; however, GST and PST are reimbursable on submission of original invoices/forms. In case of fake/false information/documents uploaded by bidder on EPADS, IESCO mechanism for blacklisting of supply/contractor/consultant/manufacturer shall prevail during bidding and contract execution period as per https://iesco.com.pk/images/downloads/Final-SOP-for-Blacklisting-Original-27-12-2019.pdf. In case of holiday announced by Federal Govt. of Pakistan, strike in IESCO or any other reason causing closure on schedule date, tender will be opened on next working day at same time, place and venue. IESCO reserves the right to accept or reject all proposals at any time according to PPRA Rules 33(1). In terms of Rules 48 of Public Procurement Rules, 2004, Grievance Redressal Committee (GRC) is notified for the subject procurement.
