Hiring of Commercial Office Space in Islamabad for National Grid Company of Pakistan Limited (NGC)

National Grid Company of Pakistan Limited (NGC) invites bids for hiring commercially located office space in Islamabad for its offices. The required covered unencumbered area ranges from 30,000 to 40,000 square feet or above, preferably in a single premises or adjacent floors, for a minimum period of five years with possible extension by mutual consent. The ideal locations include commercial areas such as Blue Area (Jinnah Avenue), sectors G-7, G-8, G-10, F-7, F-9, F-10, I-9, I-10, and Kashmir Highway in Islamabad. Preference will be given to buildings accessible by public transport. Items being procured: - Covered office space 30,000 to 40,000 sq. ft or above - Properly distempered/painted premises - Parking space for minimum 50 vehicles and 50 motorbikes - Emergency exit passage - Uninterrupted 24-hour passenger lifts - Utilities including drinking water, electricity, landline telephone - Backup power/generator system - HVAC system - Dedicated passage for disabled persons - Prayer areas separately for men and women on each floor - Sufficient toilets separately for men and women on each floor - Proper security arrangements and CCTV cameras - Firefighting system - Janitorial and regular maintenance services The technical scope includes ensuring the building meets all specified facilities and is available within four months. Bidders must submit offers on their letterhead with per square feet rates inclusive of all taxes, fees, and capital maintenance costs. Offers must include bidder name, address, tax or CNIC number, proof of ownership or authority letter, and relevant compliance certificates such as LDA registration. Bids are to be submitted exclusively through the e-PADS portal by 16th October 2026 at 11:00 AM PST. A bid security of Rs. 100,000 in the form of pay order, CDR, or banker's cheque payable to Chief Engineer (MP&M) NTDC must be submitted in original before the deadline at the specified Lahore address. Technical evaluation requires a minimum 70% score to qualify for financial evaluation, which will be based on the lowest quoted rent per square foot.
