Hiring of Consultancy Services for Planning, Designing and Project Execution Supervision for Replacement of Fire Fighting System at AIIAP Lahore

The Pakistan Airports Authority (PAA) invites qualified and experienced consultancy firms to submit proposals for the hiring of consultancy services for planning, designing, and project execution supervision for the replacement of the fire fighting system at Allama Iqbal International Airport (AIIAP) Lahore, Punjab. This consultancy is critical to rehabilitate and/or replace the existing fire fighting system installed in 2002, which has become inoperative due to extensive leakages and deterioration. The scope includes a comprehensive feasibility study, detailed design, preparation of PC-I and PC-II documents, procurement support, contract management, and supervision of installation and commissioning of the fire fighting system including an Automatic Sprinkler System (ASS) in compliance with NFPA standards and local building codes. Items being procured: - Feasibility study including technical, financial, environmental and social impact assessments - Preparation and approval of PC-I and PC-II documents - Detailed engineering design and specifications for fire pipelines, hydrants, hose cabinets, pumps, valves, ASS, electrical controls, water reservoirs, and integration with existing systems - Preparation of bidding documents and procurement support - Project execution supervision including quality control, progress monitoring, contract administration, and defect liability period supervision - Training of PAA operations and maintenance staff - Preparation of as-built drawings and final project reports The consultancy will be conducted in two phases: Phase I (Design and Planning) with a duration of 6 months and Phase II (Project Execution Supervision) with a duration of 24 months including a 12-month defect liability period. The consultant must have valid PEC registration in relevant categories, FBR active taxpayer status, and proven experience in similar projects including fire fighting system design and supervision. The selection will be based on Quality and Cost Based Selection (QCBS) method with a minimum technical score of 70% required for financial evaluation.
