Tender Description
The Pakistan National Shipping Corporation (PNSC) based in Karachi, Sindh, is procuring consultancy services for the supervision of a new 1,100 TEU Container Feeder Vessel being constructed at Karachi Shipyard and Engineering Works Limited. This consultancy involves acting as the technical representative of PNSC throughout the vessel's construction, including document review, design and engineering phases, on-site supervision, quality assurance, and post-delivery warranty support. The scope covers detailed oversight of hull fabrication, machinery installation, electrical and automation systems, outfitting, accommodation, and trial evaluations. Eligible bidders must be IACS member Classification Societies recognized by the Mercantile Marine Department of Pakistan or consultancy firms meeting tender criteria, with at least five years of relevant experience in new shipbuilding supervision, preferably including container vessels of similar capacity. The firm must have a registered office or technical representation in Pakistan, preferably Karachi, and provide CVs of multidisciplinary experts including naval architects, marine engineers, and QA/QC specialists. Proposals must be submitted by email only to newbuild.tender@pnsc.com.pk by 1100 hours PKT on July 9th, 2026. The technical bid will be evaluated first, followed by financial proposals under the Least Cost Method. Earnest Money or Proposal Securing Declaration is required. A practical tip for bidders is to ensure timely submission of all required documentation and CVs of key experts to avoid disqualification. The contract duration is approximately 24 to 36 months, including warranty period support. This tender offers a significant opportunity for qualified maritime consultancy firms to engage with Pakistan's national shipping flagship project under the auspices of the Ministry of Maritime Affairs.
