Hiring of Consultancy Services for Designing and Upgradation of Water Supply Network

Ghulam Ishaq Khan Institute of Engineering Sciences and Technology (GIKI), Topi invites Expression of Interest (EOI) from well-established, qualified, and experienced consultancy firms registered with Pakistan Engineering Council (PEC) for providing consultancy services for the assessment, planning, designing, and upgradation of the existing water supply network. Items being procured: - Consultancy services for designing and upgradation of water supply network Interested firms are requested to submit comprehensive Technical and Financial proposals in separate sealed envelopes. The detailed scope of work is mentioned in the Terms of Reference (TORs). Required documents include company profile with CNICs, valid PEC registration certificate, list of permanent staff, list of equipment, tools and IT gadgets, list of similar nature projects completed in last 5 years, list of similar projects presently in hand, financial stability certificate from a bank, tax registration with FBR and relevant authorities, affidavit of not being blacklisted by any public or private department, and a copy of bank statement issued by relevant bank. Selection will be based on Quality and Cost with 70% weightage to technical and 30% to financial proposals. Tender processing fee of Rs 5,000 (non-refundable) must be submitted with the technical bid and 2% bid security (CDR) with the financial bid. The proposal will be evaluated by 'Single stage two envelope procedure'. Both proposals clearly marked as 'Technical Proposal' and 'Financial Proposal' shall be placed in one big envelope. The firm must be registered with FBR and have filer status. The proposals should reach on or before 1100 hours on 15 Sep 2026. Technical proposals will be opened at 11:15 hours on the same day in the presence of available bidders in the office of the undersigned. For bidders, it is practical to ensure all required documents are complete and properly attested before submission to avoid disqualification. Early submission is advised to avoid last-minute issues.
