Tender Description
The National Highway Authority (NHA) Central Zone invites reputable consultant firms and engineering organizations to submit e-Proposals for hiring as consultants for design review and construction supervision of multiple highway and infrastructure projects. These projects are located primarily in Punjab, with the office of the procuring entity based in Lahore.
Items being procured:
- Rehabilitation and construction of additional carriageway on Faisalabad – Pindi Bhattian Motorway (M-4) Package-I (KM: 239+000 to 256+000)
- Rehabilitation and construction of additional carriageway on Faisalabad – Pindi Bhattian Motorway (M-4) Package-II (KM: 256+000 to 274+000)
- Rehabilitation and construction of additional carriageway on Faisalabad – Pindi Bhattian Motorway (M-4) Package-III (KM: 274+000 to 292+000)
- Improvement and upgradation of road from Lodhran to Multan Package-I (KM: 857+000 to 858+000 & 867+300 to 907+000)
- Improvement and upgradation of road from Lodhran to Multan Package-II (KM: 907+000 to 929+000)
- Construction of new Rehmania Bridge (KM: 1382 to 1383)
- Construction of missing Cloverleaf Loop and improvement of local traffic connectivity at junction of M-1/M-2 Motorway at N-5 (G.T Road) Islamabad (Chour Chowk, 1st U-turn after Chungi No. 25 on N-5)
- Construction of 02-lane approach road and river training works at Layyah – Taunsa Bridge
The scope includes detailed design review and supervision of construction activities for these highway projects, ensuring compliance with NHA standards and specifications. Consultants must have valid Pakistan Engineering Council (PEC) registration for the financial year 2026-27, be enlisted on the active Tax Payer List of the Federal Board of Revenue, and meet the eligibility criteria outlined in the RFP documents.
RFP documents can be downloaded free of cost from the official NHA website starting August 15, 2026. A pre-proposal meeting is scheduled for August 18, 2026 at 1100 hours at the office of Director (Coord) Central Zone NHA, Lahore.
Proposals must be submitted through the NHA e-Bidding System adopting the Single Stage Two Envelope procedure. Technical proposals will be opened on the same day at 1130 hours, followed by financial proposals of technically qualified firms. Bidders are advised to register on the EPADS (PPRA) portal at www.procure.gov.pk immediately.
For best results, bidders should carefully follow the instructions in the RFP documents and ensure timely submission before the deadline of August 28, 2026 at 1100 hours. Early registration on the e-bidding portal and thorough preparation of technical and financial bids will improve chances of success.
