Tender Description
The Balochistan Education Support Project in Quetta is seeking to hire a qualified consulting firm for the development of a comprehensive Teacher Career Progression and Professional Pathway Framework. This initiative is part of the larger Getting Results: Access and Delivery of Quality Education Services in Balochistan (GRADES-B) project, funded by the World Bank. The project aims to improve educational outcomes by enhancing access, quality, and equity in education across the province.
The consulting services include providing technical assistance to develop a robust framework that ensures consistency with the Terms of Reference. The scope covers diagnostics, consultations, research, policy drafting, and phased execution emphasizing feasibility and clarity. The firm must demonstrate strong expertise in education policy, HR reform, teacher management systems, and career pathways.
Eligible firms must hold a valid Company Registration Certificate, NTN Registration, and audited financial statements for the last three years. A minimum average annual turnover of PKR 40 million is required. Experience criteria include at least two similar assignments in education policy and a minimum of 10 years of relevant professional experience with proven implementation in Pakistan or comparable contexts.
