Tender Description
Karachi Tools, Dies & Moulds Centre (KTDMC) in Karachi invites bids for the hiring of contractors to provide comprehensive canteen services for its staff, students, and official guests. The contract is for a period of 12 months, with possible extension for a second year by mutual consent. The canteen will operate Monday to Saturday from 8:00 am to 7:00 pm at the KTDMC premises located at Sector no 38, NC No24, Adjacent to Pakistan Refinery Limited, Korangi Creek Industrial Park, Korangi Creek Road, Karachi.
Items being procured:
- Milk tea (approximately 200 to 250 cups per day, each cup 150 ml comprising 60 ml milk, 90 ml water, and sugar)
The tea leaves must be of well-known brands such as Tapal or Lipton, and fresh or tetra pack milk from brands like Milk Pack or Opler's must be used. The bidder is responsible for providing all canteen equipment and ingredients including LPG, except for the equipment provided by KTDMC such as tables, chairs, electricity, drinking water, crockery, furnished kitchen including deep freezer and microwave oven.
The bidder must ensure hygienic preparation and serving of tea and food items, employ experienced and medically fit staff in uniform, and maintain cleanliness and professionalism. The canteen is exclusively for KTDMC staff, students, and official guests; unauthorized persons are not allowed. Prohibited items such as pan, gutka, and cigarettes must not be offered.
Eligibility criteria include registration with Income Tax and Sales Tax Departments, active taxpayer status on FBR's ATL, minimum five years' experience in similar services, valid food business license, and no blacklisting by any government or international institution. A bid security of PKR 100,000 in the form of bank draft/pay order in favor of Karachi Tools, Dies & Moulds Centre is required.
Bids must be submitted electronically via EPADS by 1st September 2026 at 10:30 am, with original bid security delivered to the KTDMC Purchase Department before the deadline. Bids will be opened publicly on the same day at 11:00 am at KTDMC Board Room. The contract performance security is PKR 200,000 payable by pay order or bank guarantee.
A practical tip for bidders: Ensure timely submission of both electronic bids and original bid security to avoid disqualification. Also, maintain compliance with all eligibility and qualification requirements to enhance chances of success.
This procurement follows the Single Stage One Envelope bidding procedure under Public Procurement Rules 2004. The Procuring Agency reserves the right to reject any or all bids without assigning any reason.
