Hiring of Firms / Travel Agency for Provision of Domestic / International Air Tickets and Other Services Under Open Framework Agreement Procedure

The Sui Northern Gas Pipelines Limited (SNGPL) Administration (Protocol) department in Lahore invites qualified firms and travel agencies to prequalify for an Open Framework Agreement for the hiring of firms/travel agencies to provide domestic and international air ticketing and related travel services. This procurement is under an open framework agreement procedure with a duration of 36 months starting from the award date. Items being procured: - Hiring of firms / travel agency services for provision of domestic air tickets - Hiring of firms / travel agency services for provision of international air tickets - Other related travel services under the framework agreement The scope includes on-demand supply of air ticketing services through subsequent call-off contracts during the framework period. Interested applicants must be registered with IATA and provide documentary proof of registration with government or semi-government departments. They must also submit a valid sales tax registration certificate, NTN certificate, professional tax payment proof, and demonstrate experience with national or multinational companies. The agency must provide 24/7 air travel services and offer credit terms up to PKR 2 million for 30 days. A bid security of PKR 24,000 in the form of a pay order in favor of SNGPL is required. Applicants must be registered on the EPADS v2.0 portal and submit their applications electronically by 11:00 AM on Monday, October 26, 2026. Technical evaluation will be based on quality-based selection with a passing mark of 65 out of 100. The opening of applications will be conducted electronically on the same day at 11:30 AM. Manual submissions will not be accepted. Eligibility criteria include valid IATA certification, registration with FBR and relevant authorities, proof of financial capacity, and a clean legal record with no blacklisting or arbitration proceedings. The procuring agency reserves the right to accept or reject any or all applications without liability. Vendors are advised to carefully review the prequalification documents available on EPADS and ensure timely submission. A practical tip for bidders: Ensure your EPADS registration is complete and all required documents, including financial statements and client references, are uploaded well before the deadline to avoid last-minute technical issues. Also, maintain readiness to provide 24/7 travel services as required by SNGPL.
