Tender Description
The Embassy of Pakistan in Muscat Oman invites reputed courier companies and firms to submit bids for the provision of courier services to facilitate Pakistani nationals residing across Oman. This procurement aims to ease the consular service process for Pakistanis living outside Muscat who currently face time-consuming travel and wage loss when visiting the Embassy for document attestation, passport applications, and collection of passports and identity cards.
Items being procured:
- Collection of Passports and Identity Cards from the Embassy for delivery to applicants via company branches across Oman
- Collection of various consular documents from Pakistani applicants in multiple cities of Oman and delivery of attested documents back to applicants
- Any other relevant consular services as mutually agreed
The contract period is two years with a possible renewal after one year based on satisfactory performance. The scope requires a well-established network of branches across Oman, relevant experience providing similar services to at least 10 other embassies in Muscat, and proper registration and compliance with Omani commercial and tax authorities.
Bidders must submit separate envelopes clearly marked TECHNICAL PROPOSAL and FINANCIAL PROPOSAL to the office of the Head of Chancery, Embassy of Pakistan Muscat, by 30th August 2026 at 4 PM. Technical proposals will be evaluated first with a minimum qualifying score of 80 percent. Financial bids of technically qualified firms will then be opened. The evaluation will weigh technical proposals at 70 percent and financial proposals at 30 percent.
Eligibility requires submission of company registration certificate in Oman, bank account maintenance certificate, and proof of tax registration. The Embassy reserves the right to reject any bid or terminate the contract with 30 days notice without assigning reasons.
A practical tip for bidders is to ensure their branch network coverage across Oman is well documented and clearly presented in the technical proposal, as it carries the highest marking weightage. Timely submission and clear labeling of proposals will avoid disqualification.
