Tender Description
The Ministry of Federal Education and Professional Training (Mo FEPT) invites bids for the procurement of integrated services for inspection, testing, verification, branding, repair and maintenance of Chromebooks and media tablets under the Prime Minister's Youth Chromebook Scheme for FY 2026-27. This procurement covers approximately 250,000 devices across Pakistan, divided into three geographical lots: Lot 1 (Sindh and Balochistan), Lot 2 (ICT, AJK, Gilgit-Baltistan, Khyber Pakhtunkhwa and Rawalpindi Division), and Lot 3 (Punjab excluding Rawalpindi Division). Bidders may apply for one, two or all three lots and must provide both Component A (Pre-distribution services including receiving, registration, secure warehousing, inspection, testing, grading, approved repairs, branding, QR code application, and clearance for distribution) and Component B (Post-distribution services including call-centre support, complaint registration and verification, fault diagnosis, approved repairs using donor parts, warranty support, and safe collection and return logistics).
Items being procured:
- Initial comprehensive physical inspection, testing, verification and clearing of devices
- Casing touch-up, scratch machine painting and official branding application
- Lot wise two-way logistics and secure transportation
- Supply, printing and affixing of unique QR code stickers with complaint registration and resolution mechanism
- Repair and maintenance services including keyboard panel/touchpad replacement, motherboard/logic board replacement and repair, power circuit/charging port repair, charger/power adapter replacement, OS/ChromeOS/firmware restoration and authorized de-locking, top/display back cover replacement, individual keyboard key repair, webcam/microphone/speaker repair, and service/labor charges
The scope includes secure warehousing with CCTV and insurance, online device records accessible via QR codes, device grading into Grade A (fully functional), Grade B (repairable), and Grade C (unsuitable), and strict adherence to service level agreements (SLAs) with penalties for delays. The contract requires bidders to have operational service centers in all divisional headquarters of their selected lots, provide a toll-free call center with multilingual support, and maintain an online portal for device and complaint management. Eligibility criteria include legal registration, valid tax registration, EPADS registration, minimum five years of relevant experience, operational service centers and warehouses, technical repair capacity, key personnel nominations, and insurance coverage.
Bids must be submitted electronically via EPADS v2.0 by 10:00 AM on October 26, 2026, with bid opening at 10:30 AM the same day. Manual bids will not be accepted. Bid security in the form of Pay Order or Call Deposit is required. The contract period is initially one year with possible extensions based on performance and availability of funds. Payments will be made based on verified actual work performed. Bidders are advised to carefully review the detailed bidding documents and ensure compliance with all requirements. A pre-bid meeting will be held on October 15, 2026, at 11:00 AM at C-Block Pak Secretariat Islamabad. For registration and bid submission, visit https://epads.gov.pk/opportunities/federal/procurements/153282.
A practical tip for bidders: Ensure your online portal and call center capabilities are fully operational and compliant with the Ministry's requirements before the commencement of device processing to avoid disqualification or penalties. Also, maintain thorough documentation and timely submission of all required reports and invoices to facilitate smooth payment processing.
This procurement offers a significant opportunity for qualified service providers with proven capacity in large-scale ICT device management and repair services across Pakistan.
