Tender Description
Punjab Small Industries Corporation invites reputed and experienced firms/contractors to participate as Single Stage Two Envelope Procedure for works through Punjab e-Procurement system (eP). The procurement is for Provision of Water Supply Unit from Sargodha Pull 47 to SIE Sargodha and Construction of Pump Room with an estimated cost of Rs. 68,031,628/- and Rs. 3,401,581/- Earnest Money respectively, for a contract period of 06 months.

- Construction of Pump Room
The tender process is conducted exclusively through the Punjab e-Procurement system (eP) Portal https://ep.punjab.gov.pk. Interested firms must be registered with Pakistan Engineering Council (PEC) in category C-4 or above for the current year in the relevant field(s) of specialization. Valid registration with Securities & Exchange Commission of Pakistan (SECP) or equivalent with registration of firms or government-owned organizations is mandatory. Firms must not be blacklisted by Punjab Small Industries Corporation and must provide valid tax certificates from tax departments/authorities i.e. FBR, PRA etc.
Contractors must upload the Earnest Money in the form of CDR in favor of Director (W&D), PSIC Head Office Lahore, within the stipulated time on the e-Procurement portal before the closing date and time of the opening of bids. Bidding documents containing Technical & Financial proposals are available on the PPRA website and Punjab e-Procurement system portal.
Bids must be submitted in English language and submitted online on Punjab e-Procurement system website by 19-08-2026 at 11:00 AM, with technical proposals opened at 11:00 AM on the same date in Committee Room, 1st floor, 23-A Davis Road, PSIC House Lahore. Only authorized representatives with proper authorization letter can attend the bid opening.
Application submission on Punjab e-Procurement system portal is mandatory. Any information or procedure regarding registration can be obtained from the website. Applications without Judicial Paper confirming firm registration will be rejected. False information will lead to disqualification under Clause 19 of PPRA Rules 2014 (Amended).
Bid validity period is 180 days from the date of submission. Bidders are advised to carefully follow the e-Procurement instructions and ensure timely submission to avoid disqualification. Earnest Money in the form of CDR is essential for bid acceptance.
A practical tip for bidders: Ensure your PEC registration and SECP documentation are up to date and uploaded correctly on the e-Procurement portal well before the closing date to avoid last-minute technical disqualification.
