Tender Description
The National Disaster Management Authority (NDMA) Islamabad invites bids for the hiring of firms to provide labour services anywhere in Pakistan through an Open Framework Agreement for the financial year 2026-27. This procurement is aimed at establishing a pool of technically qualified firms capable of deploying labour on an as-needed basis to support NDMA's logistics operations nationwide. The scope includes loading and unloading of relief and operational stocks, handling and movement of cargo, packing, repacking, palletization, stacking and de-stacking of stores, receipt and dispatch of consignments, warehouse support operations, labour deployment at warehouses, dry ports, sea ports, airports, emergency logistics during disasters, and any other logistics support assigned by NDMA.

The technical scope requires firms to provide unskilled labour with capacity to support logistics operations across multiple locations. Eligibility criteria include valid company registration with SECP, active FBR tax profile, affidavit of non-blacklisting, conflict of interest undertaking, list of available labour strength with CNIC copies, and bank statements showing turnover of Rs. 20 million for the last two years. Bidders must demonstrate relevant experience, labour availability, financial capability, and registration history as per the evaluation criteria.
Bids must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS) v2.0 by Wednesday, September 16, 2026 at 11:00 AM. Manual submissions will not be accepted. Bid security in the form of Pay Order, Call Deposit, or Demand Draft is required and must be submitted in hard copy to the NDMA office near ITP Office, Main Murree Road, Islamabad. The bid opening will be conducted on the same day at 11:30 AM on EPADS.
