Hiring of Transport/Logistic Firm for Transportation of Textbooks in Punjab

The Programme Monitoring and Implementation Unit (PMIU), Punjab Education Sector Reform Programme (PESRP), School Education Department, invites electronic bids (e-bids) from registered Transport/Logistic Firms for the transportation of textbooks to public schools across Punjab before the start of the new academic session. The stock of books will be available at the Central Warehouse (CWH), Lahore and must be transported to 131 Tehsil Warehouses (TWHs) situated in all districts of the Punjab Province. Items being procured: - Transportation of approximately 24.59 million free textbooks and other reading material - Use of containerized trucks with loading capacity of 30 Ton, 25 Ton, 12.5 Ton, and 8 Ton (depending on requirement) - Linking trucks with tracking system - Loading of books at Central Warehouse located at 35-KM, Nabh Bakhsh, Ferozepur Road, Lahore or nearby district Lahore - Unloading of books at Tehsil Warehouses - Use of at least 50 containerized trucks verified by Excise and Taxation Department The scope includes safe and timely transportation of textbooks across Punjab with logistic firms responsible for the entire transport process. Eligible firms must have capacity to transport textbooks at the given places and be verified by the Excise and Taxation Department. The complete bidding document is available electronically through the Punjab e-Procurement System as prescribed by PPRA and accessible on the PMIU-PESRP websites. The firm will be selected under Single Stage-Two Envelope bidding procedure in accordance with Punjab Procurement Rules, 2014. Further information can be obtained during office hours 09:00 to 17:00 Monday to Friday. The firm will initially be hired for one year and the contract may be extended upon satisfactory performance. The estimated cost is Rs. 60.00 million. Bid security of 2% of the estimated cost i.e. Rs. 1,200,000/- in shape of CDR from a scheduled bank in favor of Programme Director, PMIU-PESRP must be attached/uploaded on Punjab e-Procurement System/portal with the technical bid. Bids must be submitted on Punjab e-Procurement System/portal by November 23, 2026 before 11:00 a.m. No bid shall be accepted if not submitted through EPADS-Punjab. Bidding documents will be publicly opened on the same day at 11:30 a.m. in the presence of interested companies/firms or their authorized representatives. A practical tip for bidders: Ensure your firm is registered and verified with the Excise and Taxation Department and that your CDR and technical documents are uploaded correctly on the Punjab e-Procurement portal well before the deadline to avoid disqualification.
