Tender Description
Sindh Emergency Rescue Service (Rescue 1122) invites qualified legal firms to submit bids for the hiring of a legal firm to provide comprehensive legal advisory and representation services. This procurement is specific to the Sindh Emergency Rescue Service operating in Karachi, Sindh. The legal firm will be responsible for providing expert legal advice, negotiating and preparing responses to legal notices, reviewing contracts and agreements, representing Rescue 1122 in courts across Pakistan, and ensuring compliance with applicable laws and regulations.
Items being procured:
- Legal advisory services
- Preparation and review of legal contracts, MoUs, and partnership agreements
- Representation before courts including Magistrate, Civil, Sessions, Tribunals, High Courts, Supreme Court, and other forums
- Legal compliance and risk management
- Timely availability of legal personnel including 24/7 on-call support
- Monthly progress reporting on legal cases
The scope includes legal support for disaster management-related litigation, regulatory compliance, contract review, and governance strengthening. The firm must have a professional legal team with experience in high courts and Supreme Court litigation, a minimum of three years of relevant experience, and an office in Karachi. The contract is for one year with possible extension up to three years based on performance and budget availability.
Eligibility criteria include valid NTN, GST, SRB registration, no blacklisting, minimum annual turnover of PKR 10 million, and submission of bid security and bidding documents. Bids will be evaluated on technical and financial criteria with a minimum technical score of 80 points required.
Bids must be submitted online via EPADS and by hand at the office of Director Finance & Procurement, Rescue 1122, Plot#09, Headquarter near Baitul Muqaram Masjid, Gulshan e Iqbal Block-17, Karachi by 26 October 2026 at 14:00 hrs. Late bids will not be accepted. The bid opening will take place on the same day at 14:30 hrs in the Committee Room of Director Finance & Procurement.
Bidders should ensure compliance with all terms and conditions, including bid security of 2% of estimated cost and performance security of 5% of contract award amount. The bid validity period is 90 days. The Procuring Agency reserves the right to reject any or all bids without assigning reasons.
