Tender Description
The Pakistan Airports Authority (Jinnah International Airport) Karachi invites bids for the hiring of ground transportation services for its various offices at Karachi under reference number P91630. This procurement is planned for the financial year 2026-27 and aims to contract a service provider for a period of 36 months to supply technically sound, fully serviceable, and roadworthy vehicles fitted with trackers along with drivers. The contractor will be responsible for fuel, maintenance, wages, and all operational costs related to the vehicles. The vehicles required include 7 units of 800-1000 CC vans (12 hours, AC), 3 units of 800-1000 CC vans (24 hours, AC), 8 units of 1300 CC sedan cars (12 hours, AC), 10 units of 1300 CC sedan cars (24 hours, AC), 5 units of 800-1000 CC pickups (12 hours, non-AC), and 3 units of 800-1000 CC pickups (24 hours, non-AC). Additionally, vehicles are required on an as-needed basis including various models such as Toyota Land Cruiser, Fortuner, Hiace, and Coaster with specified rates for single trips, extra kilometers, and extra hours.
The scope includes 24/7 availability of an authorized contractor representative at the airport premises, ensuring valid documentation, and compliance with all applicable laws including labor and tax regulations. The contractor must provide drivers with valid licenses, clean police records, and uniforms. The contract includes penalties for non-compliance such as vehicle unserviceability, driver misconduct, and delays in vehicle deployment. Payment will be made monthly based on fixed prices and actual usage, with deductions for penalties and applicable taxes.
Bidders must be registered on EPADS v2.0 and submit bids electronically by September 8, 2026, 11:00 AM. Original bid security must be submitted in hard copy before the deadline. The evaluation will be based on Quality and Cost Based Selection (QCBS) with 70% weight on technical and 30% on financial evaluation. Technical criteria include experience, specific fleet management, bank balance, and turnover. The contract is governed by the laws of Pakistan and includes provisions for dispute resolution through arbitration.
