Hiring of HR Firm for Recruitment Support of C-Suite and Key Executives of Proposed Bank of Balochistan

The Finance Department, Government of Balochistan invites reputable and qualified HR and Professional Recruitment Firms to provide recruitment support services for C-Suite and key executive positions of the proposed Bank of Balochistan in Quetta. Items being procured: - Recruitment support services for C-Suite and key executive positions including sourcing, screening, assessment, verification, and recommendation of suitable banking professionals. The scope includes identification of suitable candidates, recruitment approach, candidate sourcing, longlisting, shortlisting, preliminary assessment, interview support, reference and background checks, assistance in SBP Fit and Proper Test documentation, and submission of written recommendations. Final selection and appointment remain the sole responsibility of the competent authority. Eligibility criteria require relevant experience in executive search, banking recruitment, financial sector recruitment, HR advisory, talent assessment, background verification, and recruitment of senior management/key executives. Firms must have completed at least 3 assignments of similar nature and complexity worth PKR 3 million each in the last 5 years, preferably for banks, financial institutions, public sector organizations, or regulated entities. An accumulated turnover of at least PKR 10 million in the last 3 years is required. Firms must be registered with relevant regulatory and tax authorities including NTN and BRA/provincial sales tax registration where applicable, be on the Active Taxpayer List, and not blacklisted by any procuring agency in Pakistan. The procurement procedure is Single Stage Two Envelope Bidding. Financial proposals will be opened only for firms whose technical proposals are declared responsive/qualified. Selection will be made as per evaluation criteria in the RFP document. Proposals must be submitted online through the BPPRA e-procurement system (EPPS) only; no manual or physical submissions will be accepted. Late or incomplete proposals will not be considered. The procuring agency reserves the right to accept or reject any or all proposals. Key dates: Last date for bid submission is 25 September 2026 till 10:00 AM.
