Hiring of Individual Legal Consultants for Ministry of Railways Islamabad

The Ministry of Railways, Government of Pakistan, invites proposals through EPADS v2.0 from eligible individual legal consultants for provision of legal consultancy services on contract basis for a period of twelve (12) months in Islamabad. Items being procured: - Individual Legal Consultant (1 post) with LL.B. from HEC-recognized university, valid Advocate High Court licence/enrolment, minimum 5 years post-enrolment legal experience, expertise in legal drafting, vetting, research, NAB matters, Special Courts, labour/industrial relations, civil litigation, tribunals and High Courts. - Senior Individual Legal Consultant (1 post) with LL.B. from HEC-recognized university, Advocate High Court licence with at least 15 years standing, 20 years continuous litigation practice, right of audience before Supreme Court, recognized Bar membership, prior legal advisor role in public/semi-government body, experience in service/disciplinary, land/property/regulatory disputes and contract drafting/vetting. The consultancy services cover comprehensive legal support including drafting, vetting, litigation, and advisory roles for the Ministry. Eligibility requires relevant PEC category is not applicable but valid FBR/ATL registration and professional licenses are mandatory. No monetary bid security is required; instead, a prescribed Bid Securing Declaration must be submitted via EPADS v2.0. The procurement follows Single Stage – Two Envelope Procedure with QCBS evaluation (Technical 80%, Financial 20%). Key dates include a pre-bid meeting on 13th October 2026 at 1100 hours at the Ministry of Railways Islamabad. The deadline for bid submission is 23rd October 2026 at 1000 hours via EPADS v2.0, with proposal opening at 1030 hours the same day. Proposals must be submitted online; hard copies are not accepted unless specified. All qualification and experience documents must be uploaded as per RFP instructions.
