Tender Description
The Services & General Administration Department Punjab invites bids for hiring janitorial, security, and technical staff services for Tower-C at the Old P&D Building site, Punjab Civil Secretariat Lahore, and Rawal Lake Lodges Islamabad. This procurement is aimed at ensuring professional and reliable service provision at these important government facilities.

The scope covers comprehensive janitorial cleaning, security arrangements, and technical staff deployment at the specified sites. Bidders must be registered with relevant authorities including Income Tax, Sales Tax, and Punjab Sales Tax departments. The contracts will be awarded separately for each lot, and bidders must submit E-bids for each lot individually. The bid security amounts are fixed as per lot: 1,500,000 PKR for janitorial and security services each, and 2,000,000 PKR for technical staff services.
Eligibility requires firms, companies, sole proprietors, or general order service providers to be registered and compliant with FBR and provincial tax authorities. Experience in similar service contracts will be advantageous. The bidding process follows a single stage two envelope procedure with online submission through the e-Procurement System (EPADS) at https://ep.punjab.gov.pk.
The key dates are the E-bid submission deadline on 27th July 2026 at 11:00 AM and the bid opening on the same day at 1:00 PM. Original bid security instruments must be submitted physically before the bid opening session at Room No.1, Press Law Building, Ground Floor, Punjab Civil Secretariat, Lahore.
