Tender Description
The Office of the Auditor-General of Pakistan (OAGP) invites bids for the outsourcing of manpower including janitorial services, security services, and Naib Qasids at its establishments located in Islamabad, Peshawar, and Karachi for the financial year 2026-27. The procurement is divided into seven lots covering security, janitorial, and Naib Qasid services across these cities. The lots include:
- Security Guards for 41 persons in Islamabad
- Security Guards for 6 persons in Peshawar
- Janitorial Services for 53 persons in Islamabad
- Janitorial Services for 6 persons in Karachi
- Naib Qasid for 68 persons in Islamabad
- Naib Qasid for 10 persons in Peshawar
- Naib Qasid for 11 persons in Karachi
The scope of work for security includes continuous 24/7 coverage across two 12-hour shifts, static guarding, patrolling, access control, protection of assets, frisking, fire-watch duties, and incident reporting. Janitorial services cover daily cleaning, mopping, garbage collection, air freshening, stain removal, hourly toilet cleaning, weekly disinfecting, exterior cleaning, landscaping, and provision of cleaning materials at the contractor's cost. Naib Qasid duties include office opening/closing, file movement, mail handling, record custody, plant watering, furniture maintenance, serving refreshments, and assistance in meetings.
Bidders must meet strict eligibility criteria including valid registrations, tax compliance, EOBI registration, police verification of workers, and experience with public sector contracts. Security service providers require additional licensing and experience. The bidding process follows a single stage two envelope procedure with quality and cost based selection (QCBS) where technical evaluation carries 40% weight and financial evaluation 60%. The minimum technical score to qualify is 60 out of 100.
Bids must be submitted online via EPADS v2.0 by 30th September 2026 at 11:00 AM. Manual bids will not be accepted. Bid security amounts vary per lot, ranging from Rs. 250,000 to Rs. 500,000. Performance guarantee of 5% of the contract value is required from successful bidders. Payment will be made in Pakistani Rupees through AGPR within 15 days of verified monthly bills. The contract period is two years with possible extension of one year based on performance.
Bidders are advised to carefully review the detailed bidding documents available on the OAGP and PPRA websites and ensure compliance with all requirements. Attendance of deployed staff will be verified through biometric or facial recognition systems installed at the sites. Penalties apply for unauthorized absence, unsuitable staff deployment, and damage to property. The Grievance Redressal Committee is available for complaints and disputes as per PPRA rules.
