Tender Description
The Central Power Generation Company Limited (GENCO-II), TPS Guddu, invites bids for the hiring of private security staff from a well reputed security firm for the security and safety of CPGCL Guddu installations located in Kashmore, Sindh. This procurement is for non-consultancy services under a National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique.
Items being procured:
- Project Manager / CSO (1 Nos.)
- Senior Supervisor (8 Nos.)
- Junior Supervisor (11 Nos.)
- Security Guard (120 Nos.)
The scope includes access control, perimeter security, asset protection, patrolling, search/frisking, incident response, FIR/police liaison, emergency reinforcement, and daily/monthly reporting. The contractor is responsible for providing trained manpower, licensed arms and ammunition, communication equipment, uniforms, transport, insurance, and all allied security arrangements. All security personnel must be verified ex-Armed Forces/ex-servicemen; deployment of civilian guards is strictly prohibited.
Eligibility criteria include valid security company license, FBR/NTN registration, provincial sales tax registration, EOBI and social security registration, insurance, and experience in government/semi-government security services. A fixed bid security of PKR 500,000 is required. The contract duration is 180 days with commencement expected on October 30, 2026.
Bids must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) v2.0 by 22 September 2026 at 02:00 PM. Manual submissions will not be accepted. Technical bids will be opened on the same day at 02:30 PM. The contract includes strict performance guarantees, penalties for non-compliance, and indemnity clauses protecting CPGCL.
Bidders are advised to carefully review the detailed bidding documents available on EPADS and ensure compliance with all requirements including bid security submission in hard copy to CPGCL, GENCO-II, TPS Guddu, Kashmore. A pre-bid meeting will be held on 15 September 2026 at 02:00 PM at GENCO Holding Company Limited (GHCL), Islamabad, with an option for online participation.
