Hiring of Rental Building For 9x Sites (Lahore, Gujranwala, Sialkot) Non-Consultancy Services

The National Database and Registration Authority (NADRA) RHO Lahore invites bids for the hiring of rental buildings for 9 sites located in Lahore, Gujranwala, and Sialkot. This procurement is for non-consultancy services involving the provision of furnished commercial spaces suitable for NADRA Registration Centres. The sites include Adda Plot Lahore near Roundabout-II towards Raiwind Road, Shalamar Bagh Lahore, Badami Bagh Lahore, Multan Road Lahore Scheme near Awan Town, Bedian Road Lahore near Nawaz Sharif Interchange, Gujranwala Eastern and Western Bypass areas, and Sialkot City and Cantt areas. Items being procured: - Rental building at Adda Plot Lahore, Roundabout-II 1 Kilometer towards Raiwind Road or 500 Meters on Allama Iqbal Road Lahore (approx. 4000 sqft) - Rental building at Shalamar Bagh Lahore (approx. 4000 sqft) - Rental building at Badami Bagh Lahore (approx. 4000 sqft) - Rental building at Multan Road Lahore Scheme More to Awan Town or adjacent areas (approx. 4000 sqft) - Rental building at Bedian Road 1 Kilometer or adjacent areas from each side of Nawaz Sharif Interchange Lahore (approx. 4000 sqft) - Rental building at Gujranwala Eastern Bypass Ferozewala Bridge/Chichar Wali (approx. 4000 sqft) - Rental building at Gujranwala Western Bypass (Pindi Bypass to Ali Pur Chowk/Alam Chowk/Awan Chowk) (approx. 40000 sqft) - Rental building at Sialkot City Pasrur Road Area (approx. 4000 sqft) - Rental building at Sialkot Cantt (approx. 4000 sqft) The buildings must be furnished and meet technical specifications including covered area between 2500 to 4000 sqft (except Gujranwala Western Bypass site), complete and functional electrical earthing, 3 phase electric connection with 50 KVA transformer, tap water facility with overhead tank and electric water pump, public and staff washrooms, ramps for disabled citizens, rooftop access for satellite dish, solar and radio antenna installation, proper outer shutters/doors, tough tiles in parking area, fall ceiling, front door glass, indoor and outdoor marble or tile flooring, and proper electrification. The tenancy period shall be not less than ten years. Eligibility criteria require bidders to have valid NTN registration, be active on the FBR ATL list, and not be blacklisted by any government entity. Bids must be submitted through EPADS v2.0 portal by 3rd September 2026 at 11:00 AM. Technical bids will be evaluated on criteria including location, approach, public transport availability, covered area, electric connection, advance rent, rooftop availability, utilities, washrooms, electrical earthing, parking space, property condition, and distance from road for security. Manual bids will not be entertained. The procurement will follow a Single Stage Two Envelope procedure with Least Cost Based Selection technique. No brokerage or service charges will be paid. The quoted rent shall be inclusive of all applicable taxes. The successful bidder will be responsible for all applicable taxes and municipal charges. A practical tip for bidders: Ensure all mandatory documents including ownership, approved site plan, completion and fitness certificates, commercialization certificate, valid CNIC of owner(s), NTN, GST, SST (if available), and power of attorney (if applicable) are complete and attached to avoid disqualification.
