Hiring of Security Services at Child Protection Institute Islamabad

The Child Protection Institute (CPI), Islamabad, an autonomous body under the Federal Government, invites bids for the hiring of security services through EPADS v2.0. This procurement is for the provision of armed and unarmed security guards, including lady searchers, to ensure the safety and security of the CPI premises located at Street # 7, Shaheed-i-Millat Road, Sector G-6/3, Islamabad Capital Territory. The contract is planned for the financial year 2026-27 with an expected commencement date of September 12, 2026. Items being procured: - Armed Guards for Day Shift (2 quantity for 27 days) - Unarmed Guards for Day Shift (1 quantity for 27 days) - Lady Searcher/Guard for Day Shift (1 quantity for 27 days) - Armed Guards for Night Shift (1 quantity for 27 days) - Unarmed Guards for Night Shift (1 quantity for 27 days) - Lady Searcher/Guard for Night Shift (2 quantity for 27 days) The security personnel must meet strict eligibility criteria including age limits, education (Matric or equivalent), experience (minimum 5 to 10 years depending on position), sound health, verified character antecedents, and valid licenses for armed guards. The guards will be deployed in shifts of 12 hours each, covering day and night duties without gaps. The selected firm must be registered with the Ministry of Interior, SECP, and hold all necessary licenses including arms and communication wireless licenses. The firm must also provide backup logistic and communication support to ensure effective security management. Bidders must be registered on EPADS v2.0 and submit bids electronically by August 28, 2026, 11:00 AM. Manual bids will not be accepted. Bid security of PKR 336,000 is required in the form of Pay Order or Banker's Cheque. The evaluation will be based on Least Cost Based Selection (LCBS) with technical and financial criteria. The contract includes a performance guarantee of 10% of the contract price. The procuring agency reserves the right to reject all bids and annul the procurement process without liability.
