Tender Description
The Korangi Fisheries Harbour Authority (KoFHA) in Karachi invites bids for the hiring of comprehensive security services to ensure a safe and secure operational environment at its premises. This procurement is for the financial year 2026-27 and follows the National Single Stage-Two Envelope procedure under open competitive bidding with Least Cost Based Selection (LCBS) technique. Items being procured:
- Armed Security Guards (20 ex-servicemen)
- Security Supervisors (2 ex Pak Army, Navy or Air Force)
- VIP Security (1 ex Pak Army, Navy or Air Force)
- Lady Searcher / Receptionist (1)
The scope includes round-the-clock surveillance, patrols, access control, emergency response, and coordination with law enforcement agencies. The security personnel must be physically fit, medically certified, and have relevant experience, preferably with backgrounds in armed forces or law enforcement. The agency must provide licensed weapons and equipment including pistols, shotguns, wireless communication devices, torches, metal detectors, and under vehicle scanners. The contract duration is one year starting December 1, 2026, with possible extensions up to two additional years based on performance.
Eligibility criteria require a minimum of 5 years relevant experience, valid licenses, registrations with FBR, SECP, APSAA, and social security, and a minimum average annual turnover of Rs. 30 million. Bidders must submit bids through the EPADS v2.0 portal by 2:00 PM on September 28, 2026, with bid security of PKR 500,000 submitted physically. Technical bids will be opened the same day at 2:30 PM. Manual bid submissions are not accepted.
The contract includes strict compliance with labor laws, minimum wage regulations, and performance guarantees. The successful bidder must provide a 10% performance security. Payment will be made monthly after submission of invoices and attendance records. Bidders are advised to carefully review all bidding documents and ensure timely submission through EPADS. One practical tip: ensure all required licenses and registrations are current and properly documented to avoid disqualification during technical evaluation.
