This procurement is for the financial year 2025-26 and involves hiring a firm to provide skilled manpower on a third-party basis for approximately 2345 ALM positions, with numbers subject to change as per demand. The scope includes pre-recruitment activities such as calling CVs, screening, profiling, and selection within 15 working days, and post-recruitment verification of credentials including educational certificates and police clearance. The firm will also be responsible for timely replacement of staff in case of resignation or termination within 7 working days without additional cost. The ALMs must meet specific eligibility criteria including matriculation qualification, age limit of 30 years with general relaxation, medical fitness certified by relevant DHQ, and physical standards such as minimum height and chest measurements. Skill and physical tests include running 800 meters in 5 minutes, push-ups, lifting weights, digging, climbing towers, and pulling wires. LESCO will provide uniforms and personal protective equipment. The firm must ensure discipline, legal compliance, and indemnify LESCO against any losses or damages caused by deployed personnel. The contract requires the firm to maintain payroll, comply with labor laws including EOBI, social security, and group life insurance contributions. Payment will be made monthly against verified invoices and attendance records. The contract duration is three years with possible extension. Bidders must be registered with FBR, PRA, and SECP, have relevant experience, and demonstrate financial capacity. The submission deadline is May 13, 2026, with bids to be submitted online via EPADS v2.0. Manual submissions are not accepted. A performance guarantee of 5% of contract value is required. Bidders should ensure timely payment of salaries through bank transfers and compliance with minimum wage laws. The firm will be responsible for any damage to LESCO property caused by its staff. The contract includes provisions for monitoring, evaluation, and penalties for non-performance or illegal activities by deployed staff. Bidders are advised to carefully prepare technical and financial bids, ensuring all required documents and certifications are included. The procurement follows Quality and Cost Based Selection (QCBS) with a minimum technical score of 65% required to qualify for financial bid opening.
