Provision of 100 Laboratory Associates for Deployment in Schools and Colleges of Federal Directorate of Education Islamabad

The Federal Directorate of Education (FDE), Islamabad, under the Ministry of Federal Education & Professional Training, invites bids for the provision of 100 Laboratory Associates for deployment in its schools and colleges across Islamabad. This procurement is for non-consultancy services to support the effective, safe, and organized functioning of science laboratories including Physics, Chemistry, Biology, and Combined Science labs. The Laboratory Associates will be responsible for preparation and management of laboratory equipment, materials, records, and practical activities to facilitate quality practical teaching and learning. Items being procured: - 100 Laboratory Associates (45 Males, 55 Females) with BS degree or equivalent in relevant subjects: 50 in Physics and 50 in Chemistry, Biology, Biochemistry or equivalent The scope includes deployment as per approved plans, maintaining attendance, ensuring safety and cleanliness, supporting practical demonstrations, managing inventory and equipment maintenance, facilitating STEM activities, and assisting in practical examinations. Associates must be physically fit, aged 25-35 years, and undergo police clearance. The contract period is two years, extendable by one year subject to satisfactory performance. The service provider is responsible for timely payment of wages (minimum PKR 50,000/month), statutory contributions, training of associates, and replacement of associates within 5 working days if required. Eligibility criteria include valid registration with government authorities, FBR NTN and GST registration, EOBI and Social Security registration, minimum average annual turnover of PKR 50 million, submission of refundable bid security of PKR 2 million, and local office in Islamabad/Rawalpindi. Bids will be evaluated on Quality and Cost Based Selection (QCBS) with 70% technical and 30% financial weightage. Technical bids must score at least 65% to qualify for financial evaluation. Bids must be submitted online via EPADS v2.0 by **November 5, 2026, 02:00 PM**. Manual submissions are not accepted. The bid opening will be on the same day at 02:30 PM. The procuring agency reserves the right to increase or decrease the number of associates based on budget. The contract will be awarded to the most advantageous bidder meeting all criteria. A pre-bid meeting is scheduled for September 25, 2026, at 10:00 AM at FDE, G-9/4, Islamabad. Bidders should ensure compliance with all terms, including bid security submission, documentation, and eligibility requirements.
