The Sui Southern Gas Company Limited (SSGC) Procurement Department in Karachi invites qualified and experienced bidders to participate in the procurement of Non-Consultancy Services for the hiring of Horizontal Directional Drilling (HDD) services for 24" Dia. and 12" Dia. pipelines at Bibi Nani, Quetta, Balochistan. This tender is referenced as SSGC/SC/PT/EPAD2/14388 Ext-3 with contract number P103627 and is planned for the financial year 2026-27. Items being procured: - Hiring of Services for Horizontal Directional Drilling (HDD) of 24" Dia. pipeline - Hiring of Services for Horizontal Directional Drilling (HDD) of 12" Dia. pipeline The scope includes execution as per Bill of Quantities (BOQ) and technical criteria specified in the tender documents. The project requires specialized equipment such as HDD Rig Machine with pulling capacity of 200 Tons and above, Wire line Guidance Tracking system, Mud Mixing and Recycling Units, Pipe Layer, Welding Plants, Dozer, Backhoe Excavator, Rock Cutter, Crane, Low and High bed trailers, and Dump trucks. All equipment must have third party fitness and calibration certificates from recognized firms. Eligibility criteria include a valid PEC Certificate Category C-2 or above with specialization CE-08 and CE-10, valid HSE and QMS certifications (ISO 9001, OHSAS 18001/45001, ISO 14001), FBR registration, and experience in pipeline construction including Horizontal Directional Drilling of pipelines 12" diameter or above. Joint Ventures are allowed with proper documentation and lead member authorization. Bidders must submit bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by Monday, September 21, 2026 at 10:00 AM. Technical and financial bids will be submitted in separate envelopes as per Single Stage Two Envelope procedure. Manual submissions are not accepted. A bid security of Rs. 42,00,000 in the form of Pay Order, Call at Deposit, or Bank Guarantee must be submitted physically to the Tender Room at SSGC Head Office Karachi before the bid submission deadline.
