Hiring Services of Hotel Accommodation and Allied Hospitality Services for Zarai Taraqiati Bank Ltd (ZTBL) Islamabad

Zarai Taraqiati Bank Ltd (ZTBL) Islamabad invites Expression of Interest (EOI) for hiring services of hotels through a Closed Framework Agreement for the financial year 2026-27. This procurement aims to secure quality, standardized, and cost-effective hotel accommodation and allied hospitality services for ZTBL officials attending training programs, workshops, and official assignments primarily at ZTBL Staff College, Islamabad. Items being procured: - Hiring services of One Star Hotels - Hiring services of Two Star Hotels - Hiring services of Three Star Hotels - Hiring services of Four Star Hotels The scope includes provision of rooms with attached bathrooms, daily housekeeping, air conditioning/heating, complimentary Wi-Fi, 24/7 reception, security, parking, pick-drop facility to ZTBL Staff College, welcome drinks, mineral water, buffet breakfast, room service, shoe shine, cloth pressing, and subsidized dinner options. Hotels must have minimum 25 rooms and valid licenses from the Department of Tourist Services. The contract duration is initially one year, extendable up to three years subject to performance. Bidders must be registered hotels located within 25 km radius of ZTBL Staff College Islamabad and meet eligibility criteria including FBR registration, non-blacklisting, and past performance. Services will be procured on an as-and-when-required basis through Call-off Orders via the EPADS v2.0 e-procurement portal. Bids must be submitted electronically by 6th November 2026 at 11:00 AM. Manual bids will not be accepted. Technical scope covers accommodation standards, mandatory services, and hospitality facilities as detailed in the bidding documents. Financial bids will be evaluated on Least Cost Based Selection (LCBS) basis. The contract includes provisions for performance monitoring, quality assurance, and grievance redressal.
