Tender Description
The National Institute of Health (NIH) through its Integrated Disease Surveillance and Response System (IDSRS) Project invites bids for the hiring of services for the turnkey establishment, integration, and operations of a digital telemedicine ecosystem on a pilot phase basis. This procurement is planned for the financial year 2026-27 and aims to implement a comprehensive telemedicine solution to enhance healthcare delivery through digital means.

- Turnkey establishment of digital telemedicine ecosystem
- Integration of telemedicine services
- Operations and management of the telemedicine system during the pilot phase
The procurement will be conducted via a two-stage procedure using the Least Cost Based Selection (LCBS) technique under the Public Procurement Rules, 2004. Bidders must be registered on the EPADS v2.0 platform and submit their e-bids through this system. All bids must be accompanied by a bid security in the form of a Call at Deposit or a Bid Securing Declaration as per the bidding documents.
The e-bidding documents containing detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) portal at https://epads.gov.pk/opportunities/federal/procurements/97228. Bids must be submitted electronically on or before Tuesday, September 29, 2026, at 01:00 PM, with bid opening scheduled for 01:30 PM the same day. Manual submissions will not be entertained.
Eligibility criteria include registration on EPADS v2.0, compliance with FBR/ATL requirements, and adherence to the bid security conditions. The Grievance Redressal Committee (GRC) is notified as per Rule 48 of the Public Procurement Rules, 2004, and relevant notifications are available on the procuring agency's website and EPADS v2.0, as well as the Public Procurement Regulatory Authority (PPRA) website at www.ppra.org.pk.
Bidders are advised to carefully review the e-bidding documents and ensure timely submission through the EPADS portal to avoid disqualification. Early registration on EPADS and thorough understanding of the technical and financial requirements will enhance the chances of successful bidding.
