Tender Description
Sindh Prisons & Corrections Service Karachi invites bids for the provision of MPLS Layer-III VPN connectivity across 28 sites including one Aggregation Site, one Disaster Recovery Site, and twenty-six Spoke Sites throughout Sindh province. The connectivity will provide secured, encrypted, and private end-to-end communication with CIR bandwidth of 270 Mbps at Aggregation and DR sites and 10 Mbps at each Spoke Site, all over fiber or approved media. The service provider will be responsible for supply, installation, commissioning, monitoring, maintenance, and support of the complete MPLS Layer-III VPN network, ensuring 24/7 service availability and proactive fault management through a centralized Network Operations Centre. The scope includes hardware installation and maintenance, network security compliance with IP Sec standards, and adherence to SLA with penalties for downtime. Items being procured:
- MPLS Layer-III VPN connectivity at 1 Aggregation Site (270 Mbps CIR bandwidth)
- MPLS Layer-III VPN connectivity at 1 Disaster Recovery Site (270 Mbps CIR bandwidth)
- MPLS Layer-III VPN connectivity at 26 Spoke Sites (10 Mbps CIR bandwidth each)
- Supply, installation, configuration, commissioning, maintenance, and replacement of required hardware/equipment
- 24x7 technical support and network monitoring
Eligible bidders must be registered with SECP, FBR, hold NTN, STRN, SNTN, and be authorized by Pakistan Telecommunication Authority with a local loop license. Bid security of Rs. 500,000 in the form of pay order/demand draft is mandatory. Bids must be submitted electronically via SPPRA E-PADS portal by 12 October 2026 at 2:30 pm and will be opened the same day at 3:00 pm. Tender fee of Rs. 3000 is payable via pay order. The contract period is for the current financial year with possible extension up to three years. Bidders should ensure compliance with technical specifications, provide detailed technical and financial proposals, and meet evaluation criteria including network coverage, PTA license, and financial capability. One practical tip: Verify your bid submission appears in the EPADS bid opening list to avoid disqualification due to non-reflection of bid security or documents. Submission and opening will be conducted online through the SPPRA E-PADS system, ensuring transparency and compliance with Sindh Public Procurement Rules 2010 (amended 2019).
