Hiring of Solid Waste Management Services for Muzaffarabad City

Municipal Corporation Muzaffarabad invites sealed bids from eligible, experienced, and financially sound private firms/companies consortium/Joint Ventures for hiring solid waste management services in Muzaffarabad city under the Single Stage-Two Envelope Procedure of the AJK Public Procurement Rules. Items being procured: - Hiring of Solid Waste Management Services for Muzaffarabad City The scope broadly includes all 36 wards, door-to-door waste collection, street sweeping, collection from communal points, transportation of solid waste, cleaning of roads/markets/public places, operation of waste collection system, provision of manpower, vehicles, machinery, complaint redressal, reporting, awareness raising, and environment friendly disposal of municipal solid waste. The contract period is initially for 5 years with detailed operational vehicles, machinery, and human resource units to be provided along with other available resources. Eligibility criteria include registration with Pakistan Engineering Council (Category C-1), Securities Exchange Commission of Pakistan (SECP), at least 5 years of overall experience, registration with FBR/AJK-CBR, active Tax Payer List (ATL) of FBR, experience in handling municipal solid waste management/sanitation/waste collection and transportation, and financial capability for project implementation. The bidder must furnish a Bid Security of Rs. 16.00 Million in the form of pay order/CDRs from any scheduled bank of Pakistan. Bids shall comprise two separately sealed envelopes clearly marked TECHNICAL BID and FINANCIAL BID. Only technically qualified/responsive bidders will be considered for financial bid opening. Performance of the selected firm/company will be monitored against prescribed service standards/KPIs with penalties for failure to achieve desired service levels. The firm/company must comply with all prevailing AJK laws, environmental standards, labour laws, and health and safety requirements. Key dates include bid submission deadline on 13-10-2026 at 12:00 PM and bid opening on the same day at 12:30 PM in the Municipal Corporation Office, Upper Adda, Muzaffarabad. Bidders are advised to carry out survey/visit of Muzaffarabad City to obtain first-hand information about solid waste quantum, sources, collection points, and disposal routes. Blacklisted/debarred firms and firms failing to meet eligibility/qualification criteria shall not be eligible to participate. Complete bidding documents containing detailed scope of work, eligibility criteria, technical evaluation criteria, specifications, service standards, payment mechanism, penalties, contract conditions, and financial bid forms may be obtained from the Municipal Corporation Muzaffarabad office during office hours till 09-10-2026 on payment of cash fee Rs. 5000 (non-refundable). Incomplete, conditional, and without bid security bids shall not be entertained. The Procuring Agency reserves the right to accept or reject any or all bids in accordance with the Rule 33 AJK PPRA Rules. All bids shall be sealed, proper page marking, and having signature & stamp of authorized person on each page of bid document. Bid evaluation report/award of contract shall also be displayed on AJK PPRA website.
