Hiring of Third-Party Consultancy Firm to Ascertain Quality and Quantity of Imported and Local Wheat at PASSCO Zones for 2026

The Commercial Wing of Pakistan Agricultural Storage & Services Corporation (PASSCO) in Lahore is procuring consultancy services for the fiscal year 2025-26. This procurement involves hiring a third-party consultancy firm to independently ascertain the quality and quantity of imported and local wheat stocks lying at PASSCO zones across Pakistan for the year 2026. The scope includes physical verification and validation of approximately 1,916,467 metric tons of wheat stocks, both imported (2021/2022 crops) and indigenous (2024 crop), stored in open and covered storages or godowns as of April 28, 2026. The consultancy will assess the quality of wheat stocks against Food and Agriculture Organization (FAO) standards for local wheat and Ministry of National Food Security & Research parameters for imported wheat. The firm will also review PASSCO's compliance with standard operating procedures related to storage, fumigation, preservation, and stock management. Laboratory testing from at least two accredited labs (one national and one international) is required, with lab charges borne by the bidder. The consultancy will identify discrepancies between recorded and physical stocks, assess damage extent, and provide evidence-based recommendations for prioritization and disposal of wheat stocks. Eligible bidders must be registered on EPADS v2.0, have an average annual turnover of at least PKR 50 million over the last three years supported by audited financial statements, and have completed at least two similar consultancy assignments each valuing PKR 10 million or more. Bidders must also have at least 30 field staff and be on the Active Taxpayers List. The technical and financial proposals must be submitted online via EPADS v2.0 by June 2, 2026, 12:00 PM, with financial proposals opened the same day at 12:30 PM. Manual submissions are not accepted. The bid security must be submitted in the form of Pay Order, Banker's Cheque, or Bank Guarantee. The contract will be awarded using Quality and Cost Based Selection (QCBS) method.
