The Special Technology Zones Authority (STZA) Islamabad invites qualified and experienced consultancy firms or consortia to submit proposals for the Hiring of a Transaction Advisor for the Development of Islamabad Technopolis Project in PPP Mode. This project is a flagship Special Technology Zone (STZ) aimed at creating a world-class technology, innovation, and knowledge ecosystem on approximately 140 acres in Islamabad. The Transaction Advisor will support STZA in progressing the project from pre-feasibility to a commercially structured, market-tested, procurement-ready, and bankable public-private partnership (PPP) transaction. Items being procured: - Engagement planning and inception report - Need assessment, demand analysis, and market validation - Master plan and technical studies optimization including Highest and Best Use (HBU) analysis - Trunk infrastructure delivery and funding strategy - Tenant attraction and anchoring strategy - Financial modeling, PPP options analysis, market sounding, and transaction structuring - Procurement and bid process support including legal documentation - Support in procurement execution and selection of successful bidder - Negotiations support and assistance through commercial and financial close The scope includes detailed demand assessment, master plan optimization, infrastructure funding strategy, tenant attraction, financial modeling, procurement documentation, and transaction execution support. The consultant must have relevant experience in PPP advisory, technology parks, and transaction advisory services with proven international and local expertise. The assignment will be conducted under the oversight of a Project Steering Committee comprising STZA, P3A, and other stakeholders. Eligibility criteria include legal registration, tax compliance, consortium experience with at least one local firm, and demonstrated experience in technology parks, PPP transaction advisory, and international projects. The procurement will follow a National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS). The deadline for submission is Monday, November 23, 2026 at 11:00 AM via the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. Manual submissions will not be accepted.
