Tender Description
The Punjab Workers Welfare Board Labour & Human Resource Department invites electronic bids (E-Bids) for hiring transport services to provide pick and drop facilities to students of Workers Welfare School (Boys) Jhelum for the academic years 2026-27 and 2027-28. This procurement is managed through the Punjab e-Procurement System portal.
Items being procured:
- Transport services on 12 routes with specified seating capacities and distances:
Ahsan Road (27 seats, 7 km, 27 students),
Tenki Stop (27 seats, 7 km, 27 students),
Jahangir / Kantrila Road (27 seats, 18 km, 27 students),
Qazi Chak/Dhanyala (27 seats, 34 km, 27 students),
CMH Cantt (27 seats, 25 km, 26 students),
Passport Office (18 seats, 10 km, 18 students),
Watalian Malot (27 seats, 36 km, 27 students),
Kareem Pur (27 seats, 13 km, 27 students),
Madina Town (18 seats, 13 km, 18 students),
Mona Pind (18 seats, 20 km, 18 students),
Lari Adda (18 seats, 20 km, 18 students),
Dina/KDC (18 seats, 18 km, 18 students).
The vehicles must be manufactured or refurbished in 2005 or later, with refurbishment certificates verified by the Regional Transport Authority or Motor Vehicle Examiner. The bidding process follows the Single Stage Two Envelopes procedure. Bidders must submit technical and financial bids separately online by 24.09.2026 at 11:00 a.m. Technical bids will be opened the same day at 11:30 a.m., and financial bids on 08.10.2026 at 11:00 a.m.
Eligibility requires registration on the Punjab e-Procurement System, tax registration, and submission of 2% bid security. Firms must obtain at least 70% marks in technical evaluation. All applicable government taxes are included. Successful bidders must provide a performance guarantee of 5% of the contract amount.
Bids must be submitted electronically via http://ep.punjab.gov.pk. Manual bids or physical financial instruments will not be accepted. A pre-bid meeting will be held at the office of the Divisional Director of Labour Welfare ten days before technical bid opening to clarify the online procurement system usage.
One student per seat ratio will be observed. The procuring agency reserves the right to reject any or all bids prior to acceptance as per PPRA rules. The PPRA website and e-Procurement portal will be used for all official communications.
