Hiring of Transport Services on Rental Basis at Aror University Sukkur

Aror University of Art, Architecture, Design & Heritage Sindh invites electronic bids from reputable transporters, transport service providers, fleet operators, transport companies/firms, and other eligible service providers for hiring of transport services on rental basis in Sukkur and surrounding areas. The contract is for one year with possible extension and covers routes including Sukkur, Rohri, Khairpur, Pano Aqil, Kandhra, Pir Goth, Shikarpur, and others as designated by the University. Items being procured: - Hiring of transport services on rental basis with a fleet of 28 vehicles including 64-seater non-A/C buses, 30-seater non-A/C coasters, and 20-seater non-A/C Hiace vans. The scope includes punctual pick and drop services for students and officials, vehicle maintenance, driver and conductor provision, and compliance with safety and operational standards. Vehicles must be under 10 years old, well-maintained, and free of any unauthorized artwork. Drivers and conductors must be qualified, police verified, and medically fit. The transporter must provide insurance, valid route permits, and comply with tax and legal requirements. Eligibility requires valid NTN, SRB registration, legal entity status, bid security of PKR 2,500,000, and non-blacklisting undertakings. Technical evaluation includes experience, fleet capacity, vehicle condition, staffing, financial capacity, operational plan, and local presence. Minimum technical score is 70 out of 100. Bids must be submitted electronically via EPADS portal by 01:00 PM on September 14, 2026. Manual bids are not accepted. Bid security and tender fee must be submitted to the Procurement Officer before the deadline. Financial proposals of technically qualified bidders will be opened at 02:00 PM the same day. The University will pay monthly based on 22 operational days during regular semesters and per-day basis during non-semester periods. Performance security of 5% of contract value is required. Penalties apply for non-compliance with operational and safety requirements.
