Hiring of Transportation Services for Shifting Wheat from PASSCO Zones to Godowns at Multan and Khanewal and Other Zones

The Commercial Wing of Pakistan Agricultural Storage & Services Corporation (PASSCO) Lahore invites bids for hiring transportation services for shifting wheat stocks from PASSCO Alipur Zone to various godowns located in PASSCO Multan and Khanewal Zones and other zones as required. This procurement is planned for the financial year 2026-27 and will be conducted through EPADS v2.0 using a single stage one envelope procedure with Least Cost Based Selection (LCBS) technique. Items being procured: - Hiring of transportation services for shifting wheat stocks from PASSCO Alipur Zone to PASSCO godowns at Multan and Khanewal zones and other zones - Transportation of 40,000 to 90,000 metric tons (+15%) wheat stocks - Loading, transportation, stitching of torn or cut bags, re-filling spilled wheat, unloading and stacking of wheat bags up to 18 layers - Weighment charges at loading and receiving ends - Provision of covered trucks/vehicles with capacity of 10-wheeler or above - Maintenance of truck-wise consignment details and submission of transportation bills The scope includes safe handling and transportation of wheat stocks to prevent flood-related damage and losses, ensuring timely delivery within 45 days from contract signing. The contractor is responsible for all transit risks including theft, pilferage, damage, and shortage. Rates are to be quoted on a per ton per kilometer basis inclusive of all taxes, duties, tolls, labor, and other charges. Fuel price fluctuations will be adjusted at 50% impact beyond 10% change. Eligibility criteria include possession of a fleet of at least 15 vehicles (owned or leased) not older than 20 years, experience of transporting at least 10,000 metric tons of wheat or similar commodities in the last 3 years, registration with FBR and relevant tax authorities, active taxpayer status on ATL, and minimum average annual turnover of PKR 100 million in the last 3 years. Bidders must have an office in Lahore and provide documentary evidence for all criteria. Key dates include bid clarification deadline on July 8, 2026, pre-bid meeting on July 15, 2026 at PASSCO Head Office Lahore, and bid submission deadline on July 23, 2026 at 12:30 PM via EPADS v2.0. Bids will be opened the same day at 1:00 PM. Manual submissions are not accepted. Bid security of PKR 5,000,000 is required.
