Tender Description
The Sui Southern Gas Company Limited (SSGC) Procurement Department in Karachi is inviting bids for the hiring of services for Horizontal Directional Drilling (HDD) of 24 inch and 12 inch diameter pipelines at Bibi Nani, Quetta, Balochistan. This procurement is planned for the financial year 2026-27 with a total estimated cost of **PKR 866,000,000**. The tender reference number is SSGC/SC/PT/EPADS2/14388.
Items being procured:
- Site establishment, drilling spread setup, transportation of equipment, temporary facilities and final site clearance
- Site reconnaissance, access arrangements and survey of borehole locations
- Percussion drilling of boreholes including casing, sampling and logging (up to 30 meters depth)
- Standard Penetration Tests (SPT) at 1.5 m intervals
- Collection, preservation and transportation of soil samples obtained during SPT
- Laboratory testing of soil samples
- Groundwater sampling and laboratory testing
- Geophysical investigations (ERT and/or Seismic Refraction Survey) (Optional)
- Geotechnical Data Report (GDR) and Baseline Report (GBR)
- Final Geotechnical Report with HDD recommendations
- Topographical survey and route verification
- HDD alignment selection and profile design
- Engineering design for 12-inch and 24-inch HDD crossings
- Temporary works design and construction methodology
- Tie-in engineering and shutdown planning
- Preparation of AFC and as-built drawings and completion dossier
- HDD site setup including drilling rig, ancillary equipment, support machinery, mud recycling and solids control system
- Establishment of entry and exit work areas, survey control network, temporary power generation, drilling fluid preparation, environmental protection, site restoration
- Detailed HDD works for crossing of 12-inch and 24-inch pipelines including excavation, pipe handling, welding, coating, holiday testing, pilot hole drilling, pre-reaming passes, pullback installation, tie-in welding, hydrostatic testing, dewatering, pre-commissioning, commissioning support, and as-built survey
- QA/QC and HSE management plans, inspection and test plans, welding procedure qualification records, risk assessments, progress reporting, environmental compliance, final completion report and documentation
- Removal of temporary works, drilling fluids, waste disposal, restoration of work areas, and final environmental close-out inspection
The technical scope covers comprehensive geotechnical investigations, engineering design, site establishment, drilling operations, pipeline installation, quality assurance, health and safety management, and environmental compliance. The project requires mobilization of specialized equipment such as HDD rig machines with pulling capacity of 200 tons and above, wire line guidance tracking systems, mud mixing and recycling units, pipe layers, welding plants, dozers, excavators, rock cutters, cranes, and transport trailers.
Eligibility criteria include a valid PEC license in category C-2 with specialization CE-08 (Oil and Gas pipeline) and CE-10 (General Civil Engineering Works), FBR registration, experience in horizontal directional drilling of transmission gas pipelines 12 inch diameter and above, valid HSE and quality management certifications (ISO 9001, OHSAS 18001/45001, ISO 14001), and submission of bid security. Joint ventures are allowed with a maximum of 5 members and must submit a joint venture agreement on judicial paper.
Key dates include a pre-bid meeting on July 22, 2026, at 11:00 AM at the SSGC Head Office Karachi, and bid submission deadline on July 30, 2026, at 10:00 AM via EPADS v2.0. Bids will be opened the same day at 10:30 AM. Submission must be online through EPADS; manual bids will not be accepted. The bid validity period is 120 days.
Bidders are advised to carefully review the detailed bidding documents available on EPADS and ensure compliance with all technical and financial requirements. Earnest Money in the form of Pay Order, Call Deposit, or Bank Guarantee is mandatory. The contract will be awarded based on Least Cost Based Selection (LCBS) technique.
