Tender Description
The Capital Development Authority (CDA) Islamabad is procuring comprehensive horticulture improvement and rehabilitation works for several major highways within the city. This tender covers the Srinagar Highway from Convention Center to N-5, Islamabad Highway from Faisal Masjid to T-Chowk, Jinnah Avenue from D-Chowk to F-11 Markaz, and Murree Road. The total estimated cost for these projects is approximately **PKR 1.465 billion**.
The scope includes extensive landscaping, planting, and rehabilitation of green belts along these key urban corridors. The works will involve site preparation, planting of trees, shrubs, and flowers, irrigation system installation, and maintenance to enhance the aesthetic and environmental quality of these highways. The projects are critical for urban beautification and environmental sustainability in Islamabad.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) under the relevant category with Project Codes CE-10(v) for the fiscal year 2025-26. Firms should also be registered with the Federal Board of Revenue (FBR) and appear on the Active Taxpayers List (ATL). Experience in similar large-scale horticulture or landscaping projects will be advantageous.
Bids must be submitted electronically via the E-PADS portal at http://eprocure.gov.pk by **July 10, 2026, at 11:30 AM**. Manual bids will not be accepted. Earnest Money in the form of Pay Order or CDR in favor of Deputy Director (Procurement & Contract), CDA, must accompany the bid. The technical bids will be publicly opened on the same day at 12:00 PM at the office of Director General Environment, Fatima Jinnah Park (F-9), Islamabad.
