Technical Consultancy for Hunza Ruby Project Exploration, Resource Estimation and Preliminary Economic Assessment

**Pakistan Mineral Development Corporation (PMDC)** invites eligible consultants and firms registered on EPADS v2.0 to submit proposals for technical consultancy services for gemstone exploration, resource estimation, gemstone evaluation and a Preliminary Economic Assessment of the Hunza Ruby Project at Ahmedabad, Hunza, Gilgit-Baltistan. The procurement will use the Quality and Cost Based Selection method under a National Single Stage-Two Envelope procedure. Mandatory item and lot list: Lot Title: Technical Consultancy Services for Gemstone Exploration, Resource Estimation, Gemstone Evaluation and Preliminary Economic Assessment of the Hunza Ruby Project, Ahmedabad, Hunza, Gilgit-Baltistan. Position 1: Data Review and Reconnaissance Exploration as per RFP details, quantity 3138 acres, delivery location Hunza, schedule September 2026 to March 2027. Position 2: Target Generation as per RFP details, quantity 3138 acres, delivery location Hunza, schedule March 2027 to November 2027. Position 3: Resource Drilling and PEA, assuming 1500-meter drilling, quantity 3138 acres, delivery location Hunza, schedule November 2027 to November 2028. Bid security is **PKR 2,000,000**. The technical scope covers historical data review, satellite imagery analysis, geological mapping, geochemical sampling, QA/QC, database development, reconnaissance, target generation, geophysical surveys, ESG assessment, resource drilling, laboratory testing, gemmological valuation, three-dimensional geological modelling, resource estimation under NI 43-101 and preparation of a signed PEA technical report. Key experts include a senior economic geologist or gemstone specialist, geochemist, geophysicist, mining engineer or environmental and social specialist, and project director. Eligible firms must provide registration and tax documents, audited financial statements for the last three years, relevant project experience, CVs of key experts, technical methodology, work plan, software and equipment details, and consortium documentation where applicable.
