Tender Description
The Executive Engineer Highways Division Hyderabad is procuring the improvement works of Cement Concrete (C.C) and Paver Blocks specifically in Union Councils 63 and 64 of Tando Jam Taluka, Rural District Hyderabad. This tender is part of a broader ADP scheme for the fiscal year 2025-26 focusing on infrastructure enhancement in Hyderabad district.
The technical scope involves the rehabilitation and improvement of existing C.C and paver block surfaces across the specified UCs. The contract duration is 24 months, ensuring comprehensive execution and quality assurance. The works include site preparation, laying of new concrete and paver blocks, and related civil works to improve road durability and user safety.
Eligible bidders must hold a valid Pakistan Engineering Council (PEC) registration in the relevant category with renewal valid through June 2026 or beyond. Firms should demonstrate experience with at least three similar projects completed in the last five years, each covering at least 80% of the estimated cost, supported by completion certificates and SPPRA bid evaluation reports. Financial strength is critical, requiring audited reports from ICAP-registered firms for the last three years and a minimum annual turnover twice the estimated cost. Additionally, bidders must provide a list of owned or rented machinery, bank creditworthiness certificates showing at least 15% of the estimated cost, and valid tax registrations with active status.
The tender fee is PKR 5,000 non-refundable, and a bid security of 5% of the bid price (PKR 250,000) is mandatory in the form of a call deposit from a scheduled bank. Bids must be submitted electronically via the SPPRA e-Procurement system (EPADS) by 09:00 AM on 4th May 2026. The bid opening will occur the same day at 10:00 AM at the Executive Engineer's office located at SRTC Colony opposite State Life Building Hyderabad.
A practical tip for bidders: ensure all technical proposal pages are paginated, signed, and stamped by the firm owner to avoid disqualification. Also, submit all required affidavits on e-stamp papers as specified, and strictly adhere to the electronic submission deadline since physical bids or late submissions will be rejected outright. This tender demands meticulous compliance with SPPRA rules and thorough documentation to qualify for evaluation.
This opportunity is ideal for contractors with proven civil works experience in Sindh, particularly those familiar with rural infrastructure projects in Hyderabad. The department emphasizes transparency and adherence to procurement regulations, making earnest money deposits and bid security crucial for successful participation.
